21FSP Advisory Inc. is a consulting firm that helps norther governments, communities and organizations plan for economic and community development across Inuit Nunangat and elsewhere in Canada. Based on the east coast, the firm is led by principals Ron L’Esperance and Thomas McGuire, associate partners Emma McGuire and Amy MacKenzie, and communications principal Corinne MacLellan. They work with a team of researchers and analysts who bring experience from government, industry and consulting, and from long-standing work with Indigenous communities. When a project needs specialist knowledge, the team brings in collaborators from its wider network. Planning in Inuit Nunangat has to account for several conditions. Populations are small and changing. Infrastructure is expensive to build and operate, and construction seasons are short. Communities rely on sea and air transport, and the climate is changing faster than in most of Canada. 21FSP’s work starts from those conditions and from Inuit priorities, and it combines data and evidence with engagement in communities. The firm has an ongoing working relationship with the Nunatsiavut Government and the ICGs. That work includes a Climate Change Strategy, strategic planning, labour market forecasting and dashboard tools for the construction sector, and communications campaigns. 21FSP has also done national studies and communications work on housing for Pauktuutit Inuit Women of Canada. Services include strategic and business planning, feasibility studies, economic and socio-economic impact assessments, population modelling and forecasting, labour market analysis, program evaluation, policy and regulatory review, surveys, and funding navigation, including multi-year federal agreements. In Inuit communities this work most often supports housing, community infrastructure, climate adaptation, workforce development, and Inuit participation in resource development and major projects. The firm’s planning tests how changes in population, funding, resource markets, transportation or climate could affect a community, so that plans still hold when circumstances change.
